Our Approach

The Parker Foundation, a 501(c)(3) nonprofit based in Marion County, Oregon, was founded by Tyrone Jones and Renee Hancock to create a transformative reentry program that breaks the cycle of incarceration.


The Reentry Empowerment Program (REEP) combines 30 years of expertise in both trades and behavioral health to provide a holistic approach to reintegration. With three decades in the trades industry, Tyrone brings invaluable hands-on experience, including 10 years of business ownership. Renee’s 30 years in behavioral health—including 11 years in executive leadership—ensures a strong foundation of mentorship, care and support.


Together, they have designed a comprehensive, campus-based program that addresses the complex challenges of reentry from incarceration—offering safe housing, vocational training, behavioral health services, and holistic support to empower individuals as they rebuild their lives.


At REEP, we provide the tools, support, and opportunities—but true transformation comes from the individuals who commit to rebuilding their lives.

At The Parker Foundation, we know that true transformation comes from within—but no one should have to navigate reentry alone. People do the hard work of rebuilding their lives, and as a community, we come together to support them.
